Two Harare Councillors Threaten Chamber Secretary With Death Over Allowances

Two rogue City of Harare councillors allegedly threatened Acting Chamber Secretary Warren Chiwawa with death before walking out of his office after he refused to approve allowances for a trip to Victoria Falls, saying the request was unprocedural and in violation of a ministerial directive.

The councillors, Zodiac Duri and Austin Munamba, are further alleged to have threatened Chiwawa with unspecified action.

They later failed to attend a full council meeting, raising suspicion that they may have had an agenda to intimidate him.

Chiwawa raised the issue during the council meeting and later told ZiFM Stereo that he intended to report the matter to the police and the Ministry of Local Government.

“There are two councillors who came to my office in the morning, Councillor Duri and Councillor Munamba threatening me with death and unspecified action because they were trying to force me to authorise of their travel and subsistence allowances in respect of a trip they undertook to Victoria Falls for the COP15 Convention.

“I said I couldn’t process that because they went there without ministerial approval so I said I couldn’t process for their allowances in violation of the ministerial directive”, he said.

Chiwawa said councillors should ordinarily raise any concerns through their Chief Whip or the Mayor, rather than resorting to bullying officials.
